To manage the communication drivers and the license file, the NIEx9 Driver Manager uses FTP connectivity. The FTP server is natively present on the NIE29, NIE39 and NIE49, but it is not present on the NIE59 models. To have FTP connectivity that the NIEx9 Driver Manager can use, you must install the FTP server software on the NIE59 using the Remote Desktop connection.
