If a load goes offline, the DLLR object skips that load for the current minute and tries to shed the next eligible load with the same load priority. DLLR sheds loads in a round-robin fashion within a load priority, so if loads need to be shed the next minute, DLLR tries the remaining loads within the load priority before trying the offline load again; however, DLLR attempts to shed the offline load before trying to shed a load in a higher load priority.
