Offline deactivation requires you to complete multiple steps, using the License Portal and the Software Manager. Before you continue an offline deactivation in the Software Manager, you need the license deactivation file for the product you want to deactivate. Retrieve the license deactivation file from the License Portal using a machine with an Internet connection. If you cannot access the Internet on-site, you need to obtain this file before you get to the site.
You also need Internet access to upload the license release file to the License Portal after you complete an offline deactivation in the Software Manager.
