The reheat valve is controlled by comparing SAT and OprHGRTempSp. If SAT > OprHGRTempSp, the valve position decreases (closes). If SAT < OprHGRTempSp, the valve position increases (opens). While in control, min and max positions will be enforced. If ModHGRFullOpenAllowed is set to Yes and the modulating HGR valve has been at maximum value for 60 seconds, the valve will be allowed to open all the way.

The existing HGR binary output is used to control bleed valve functionality. This output is energized when modulating HGR is inactive. After exiting modulating HGR, this output will remain de-energized for 2 minutes.
